Walleen immigrated to the United States with his parents and became a naturalized American citizen in 1919. He attended school in Hartford, Conn. and graduated from Pratt Institute in 1923. He then taught at Pratt.
Walleen was a freelance illustrator of books, including children's books and magazines. He served as president of the American Watercolor Society (1957-59). He was included in the 1930 Brooklyn Museum "Exhibition of Paintings by Brooklyn and Long Island Artists."
In 1929 he was married to Dorothy Wood.
