Weiss studied at the University of Missouri and in New York at New York University, the Art Students League, and the National Academy of Design. Among his numerous awards were a National Institute of Arts and Letters Grant, three Ford Foundation Purchase Awards, a Museum of Modern Art Playground Sculpture Award, and two awards from the Silvermine Guild Annual. Weiss had numerous solo exhibitions including those at Paul Rosenberg and Company, the Cast Iron Gallery, the Museum of Art, Science, and Industry, Bridgeport, Connecticut. A retrospective of his work was held at Adelphi University, Garden City, New York, where he was professor emeritus of sculpture and design.
Weiss was the president of the Sculptor's Guild from 1969-1970. He was the author-illustrator of forty children's books of fiction and non-fiction.
