Harding studied architecture at Boston Tech, painting at the Pennsylvania Academy, and illustration with Howard Pyle (1903).
Harding then worked for Harper's Magazine, which sent him on assignment to Newfoundland and Labrador (1906) and on a round the world trip (1912).
During World War I Harding served as a captain with the Army engineers and as staff artist for the American Expeditionary Forces. Harding taught at the Pennsylvania Academy (1922-1953) with time off to serve in World War II where he sketched on the front lines in the South Pacific.
Harding's mural work includes: Franklin Signing Post Receipt Book and Dispatch Riders in the Revolutionary War for the Post Office Building, Washington, D.C., 1938; 31 panels for the Custom House and Appraisers Stores, Philadelphia, 1938; panels for the U.S. Government Building, World's Fair, New York, 1939; 8 panels for the North Philadelphia Branch post office, 1939; Anthracite Coal for the Kingston Branch of the Wilkes Barre, PA post office, 1941. For his work at the Montgomery County Court House, Norristown, PA, he was awarded the Gold Medal in mural decoration by the Architectural League, 1953. He also did mural work for the Chrysler Building, Detroit and for the Audubon Shrine at Mill Grove Farm in Montgomery County, PA.
