Cooper studied in Los Angeles at the Otis Art Institute and at the Chouinard Art Institute. In New York he studied with Harvey Dunn at the Grand Central Art School, and at Columbia University. He is a highly regarded illustrator, and also works in sculptural media. However watercolor is his primary medium, and the classification in which he was elected to membership in the Academy. He has been president of both the American Watercolor Society and of the Audubon Artists, is a life member of the Society of Illustrators, and a Fellow of the Royal Society of Arts, London. He received the Samuel F. B. Morse medal in the Academy annual exhibition of 1967.
Cooper began teaching art in New York in 1940; he has been on the faculties of the Grand Central school, the Art Students League, and the Academy school from 1959 to 1981. He has also served the Academy as a member of Council from 1973 to 1976.
