O'Connor studied at Trinity College and the Princeton University School of Architecture and won a fellowship to the American Academy in Rome. He was a partner in R. B. O'Connor and W. H. Kilham, Jr., Architects, in New York, a firm which was responsible for the Firestone Library, Princeton University; the Phoenix Insurance Company building, Hartford, Connecticut; and the reconstruction of the Metropolitan Museum of Art. O'Connor was a member of the American Institute of Architects; the Beaux-Arts Institute of Design; and the Architectural League of New York.
